Hi I started a job at a bank on the 23rd of December, but won’t be paid until January 9th; do I need to submit a w2 for this job?

You need to ask your employer if you will be receiving a 2019 W-2.  If you are being paid every two weeks, more than likely you will not be receiving a W-2 from this employer for 2019.

Income is reported in the tax year you receive it. It does not matter when you may have actually earned it.
