No.  If you're due a refund, no payment needs to made with your filing for extension.

No.  If you're due a refund, no payment needs to made with your filing for extension.

It's asking that I pay $200. Am I doing something wrong? I said we owed taxes, but then we paid them..

Okay, I'm a bit confused.  You DID owe federal taxes?  I thought you said you were expecting a refund.

I'm very confused. My husband has a job, they take taxes out. Other than that, we haven't paid anything. I'm expecting a refund. What do I put in the TOTAL 2018 FEDERAL TAXES OWED column? What it says was withheld? Box 2?

I've never filed for an extension, but I believe you're to estimate the amount you will owe in federal taxes when you file.  If your husband is having taxes withheld in ample amount, and you're expecting a refund, maybe the extension form is requesting the $200 as a buffer for what you may owe.  I'd have to know a lot more about your individual tax return before I could answer.
If you've already almost completed preparing your return in TurboTax, you should have a general idea of whether you'll owe additional taxes or not when you file.  
It DOES get quite confusing.  Do you have the $200 to pay when you file for your extension?  If not (and you're fairly certain that you'll be receiving a tax refund), you don't HAVE to pay the $200.  You can file for extension without making any payment at all.
