You claim your sister as a dependent by entering her information under the Personal Info tab, Dependents, and then enter her information. She is too old to qualify for the Child and Dependent care credit and the Child tax credit, so don't even bother with those.

It's in Federal Deductions & Credits. Question was: "Whose care did you pay for?" and my sister's name does not pop up in the list. Instead there is an option that says "Why doesn't --- qualify for this credit?", and instead in the age requirement it said she had to be under 13 instead of 19.

You appear to be trying to claim the Child and Dependent care credit and you can not get that for a child who is over 13. For a child your sister's age all you can get is a dependent exemption.
