How can I reach a live IRS agent to help me with my father's estate back taxes?

My father recently passed away and we cannot find any tax returns since 2012. I have tried every way I can to contact the IRS to determine whether or not he filed and if he owes back taxes, all to no avail. HOW can I reach a live person to help me with this? I am the executrix and have the legal documents (short certificates, etc) that I need to prove my credentials. I am so frustrated. Can anyone help?
