Hello, can I declare my daughter, who is French, 21, student in Canada so temporarily resident, as a child dependent with her Canadian SS number ?

On a US tax return?  No.  A dependent must have either a US Social Security number or an ITiN issued by the IRS.

Also, the dependent must be  a U.S. citizen or U.S., Canada or Mexico resident for some portion of the year.
