It shows youre using the  Download/Cd version of the program, that makes it easier to track down and fix errors.

No.  We participate in a healthcare sharing program and marked that option on the form but the worksheet keeps popping up whether we select YES or NO

Im not sure what a healthcare sharing program is...does it provide minimum essential coverage?

Try switching over to View > Forms and go directly to the healthcare entry sheet.   If everyone was covered by health insurance all year, mark the box Yes at the top of the form.

Sometimes the page is not displaying properly and there may be a check box that does not appear or will not check. If you are using Windows 10 and some buttons don't work or fields won't accept entry, this TurboTax FAQ has information that may help.

If the error comes back, please delete the worksheet and from 8965 again and it should go through.

It is hanging in Review? Is there any message, or it just pops up the worksheet?

We are a health sharing member so don't need these forms and answered "No" at the top of worksheet so not sure what it wants us to check or complete.  During the file process, It pops up the worksheet and when you hit continue it loops again to "transmit", "final check", worksheet, repeat

To enter your health care sharing ministry
Under Federal, on the left menu, click on Health Insurance, at the top
On the Did you all have health insurance coverage in 2017? screen, click I'll pick who had it and which months or I didn't have it at any point.
Select any months you had health insurance in 2017
On the Did anyone have a situation that waives the tax penalty for being uninsured? screen, scroll down to Wasn't required to get insurance, Health care sharing ministry member.
On the Select the months you were part of a health care sharing ministry, click months you were a member.
On the next screen, it should read Based on your situation, the penalty has been waived.

Thank you Teresa for helping us with this.  We followed your directions and again reviewed these forms.  We did not see the screen where it says "Based on your situation, the penalty has been waived."  It seems to want us to complete 1095A but we didn't have any insurance for any month of 2017 and completed the questions accordingly.
