For those who live in California and have GHPP (Genetically handicapped persons program) and HIPR (Health Insurance Premiums Reimbursement), are the reimbursements from the HIPR program taxable?
These reimbursements are sent to me directly via check. This program reimburses me for medical premiums that are paid by payroll deduction (pre-tax).

These premiums are not taxable on the federal return but I have not yet found a California reference.
My guess is that if the programs are mandatory (as HIPP/HIPP programs often are, to reduce state Medicaid costs), that the reimbursed premiums would not be taxable in CA.
Of course, you cannot use this amount as a medical deduction on your return.

HIPR only reimburses health premiums if it deems the medical insurance as cost effective for covering the medical treatments. In terms of mandatory, that is closest thing to being mandatory.
