Income from Social Security is reported to you on Form SSA-1099 instead of a W-2. If you are trying to enter this income in the W-2 section of TurboTax, that is not the correct section.

There is no Payer ID for a SSA1099. You are trying to enter it in the wrong place.
Go to Federal> Wages & Income>>Retirement Plans and Social Security (SSA1099 and 1099RRB) to enter your SSA1099.
