Because it was expected that taxes owed in 2018 would be less, the withholding amounts were reduced. However, based on other factors (such as not having children under 17), it might have happened that the withholding was reduced for you personally by too much. What you should do is (1) check to see if your tax assessed was reduced, and (2) if your withholding for 2018 was reduced even more compared to 2017. This is one possible cause of your refund not being as large as you expected or even shrinking despite the tax law changes.
