has any one ran into there state taxes going in a loop and cant file them

Yes I’ve been having the same issue! People say it’s because federal needs to be accepted first but mine has been accepted and still going in a loop. 
I have done this many times and have always filed federal and state taxes together but seems to be an issue this year
