Are gifts of stock included in the $16,000 annual exclusion? I have never done this before so I wanted to check if there are any tax consequences to me as the one giving the gift of the stocks.

You can gift stock with a market value of up to $16,000 during the year without filing a gift tax form 709. Since the lifetime exclusion is almost 13 million dollars you won’t have to worry about paying any gift tax.

To clarify, the $16,000 annual exclusion applies to the total of all gifts to any one person during the year. It's a single combined total for gifts of money, stock, property, and any other items.
The annual exclusion is $16,000 for 2022. For 2023 it is $17,000.
