What you do is wait until the forms are final. You can't actually file your tax return until sometime in January anyway.

You can't file your tax return until you have received all of your W-2s, 1099s, and other tax documents. Your employers have until February 1 to send you your W-2s. All of your W-2s and 1099s must be entered on a single tax return.

The IRS will start accepting 2020 tax returns sometime in late January. They have not yet announced the exact date. TurboTax will let you "e-file" your tax return starting January 7, but your tax return will not really be filed. TurboTax will just hold it until the IRS begins accepting returns. Nothing will be done with it before then. If you submit it early, be aware that you can't cancel it or get it back to make changes or corrections if you find that you made an error or left something out.

This delay is being caused by the Covid-19 pandemic and year end tax revisions.

The Consolidated Appropriations Act, 2021 was signed into law on December 27, 2020.  The legislation includes $900 billion for various COVID-19 relief programs, government funding of $1.4 trillion and many, many tax provision changes.

Do you know what form or forms are generating the 'not finalized' message?

Forms availability can be found here.
