Georgia state tax calculation 2024

On the Georgia state return for 2024 there are several items that should generate tax credits.  One is for spay/neuter.  I have a spay neuter donation but it being added to my tax liability rather than being a credit against it.

On the Georgia tax return, in the Credits section, I fail to see where the spay/neuter donation would be entered for a tax credit. 

It would be charitable donation on a federal tax return if the donation was to a recognized 501(c)(3) organization.
