Georgia State Dependent Personal Exemption for Unborn Children shows $3000 while completing taxes, but does not affect my refund value?

The value does NOT change after completing, and at the end of the review, it displays an "Errors Fixed" notice before telling me to finish filing.

The Dependent Personal Exemption for Unborn Children on your Georgia return won't necessarily change your refund amount.

The exemption will lower the amount of your taxable income, which determines your income tax.  But if your taxable income was already zero before entering this exemption, and your income tax amount was already zero, then your income tax ($0) won't change, and your refund amount won't change.
