I moved from GA to TN on 12/28/2023 but failed to immediately submit a new w-4 to my employer in TN thus causing GA to tax taxes for the first 2 quarters of 2024.
Will filing a w-3c in GA get me a refund of GA taxes taken in 2024?

No. You need to file Georgia Non-resident tax return in order to get a refund of the tax withheld. In the Georgia return section of TurboTax there will be a screen where you allocate your income. Indicate that your Georgia income was $0.00 and you will get a refund of all the tax withheld.
