GA and SC 8582 question

I have to report passive losses from 2021, 2022 and 2023 on Form 8582.

GA does not have this form for either of these years

SC has it for 2023 but it copies information from Federal 8582. The informaiton for SC state is different than Federal.

How do I create this form for GA and correct the forms for SC?

Hope I get a response and not a likk to the support folks. They have not been able to help so far

This is not the link you mentioned, and this isn't the response you wanted, but you have an arcane question, in the form of passive activity losses, spanning multiple tax years and two different states (whose forms do not, apparently, conform to the federal forms).

As a result, it might be time to consult a local tax professional.
