Frustrated here just trying to finish up after being charged for state taxes now the system wants premium something or other and full disclosure to share my information?!

It sounds like you must be a California filer and tried to pay your TurboTax fees out of your Federal refund.  In California, that "pay out of refund" option requires Premium Services Bundle, and as part of the process, you have to approve a banking agreement and an IRS disclosure form.  There is also an additional service fee of 34.99 (in Free Edition), and 39.99 for California filers in the paid editions.  I'll tell you how to remove that option below and pay upfront to avoid that extra fee.
