FREE isn't FREE.. FREE FREE - just cost me $53 in FEES, Why?

Appears to be the old, "Bait and Switch" so many places do these days.. Starts out with "Don't reach for your Wallet, we'll deduct our fees from you refund".. and then, when you see the Bill at the end.. .there's a $39.00 fee added as well as the $19.. FREE, FREE, FREE FREE is the hook !
