When entering your personal information in the My Info section of the program you needed to indicate that you are Active Military. You also must enter a military W-2 to be eligible for the no charge for filing.
Click on My Info on the left side of the online program screen and check your entries

Does it not work if you include your spouse on your W2? We are filing jointly and selected that spouse is active duty and uploaded W-2 but it will not let us file for free.

Make sure that the military W-2 that has been entered is showing for your spouse in the TurboTax program since they are the military member. If the W-2 was uploaded as your W-2 that would negate the discount.
Click on Federal on the left side of the online program screen
Click on Wages & Income
On the W-2 listed click on Edit/Add and verify that the W-2's entered are for the correct person.
Thank you--everything is correct, the W-2 matching the active duty member, but it is still making us pay for both federal and state when we go to file.
