As you know, box 15 lists the state that corresponds to the following numbers in Boxes 16 and 17.
Box 17 reports the state tax that was withheld from your pay and sent in as a state tax payment.
In order for anyone to know which state that tax payment was sent to, box 15 must stipulate the state.
Look at your pay stubs to see if state tax was withheld.
The W-2 won't be accepted with a number in box 17 and no state ID in Box 15.
