Form 8962 won’t populate if column C on 1095-A is $0

Turbo Tax will not generate Form 8962 if the 1095-A shows $0 in Column C and does not have a Premium Tax Credit. My return was rejected since it did not have form 8962 and there is no way for Turbo Tax to generate the form. Turbo Tax thinks the form is not required since there is no PTC but the IRS requires the form if you have a 1095-A. After 3 hours on the phone with Turbo Tax they could not fix and I will have to mail in my returns with Form 8962 hand done. So aggravating that I cannot generate the form In Turbo Tax.

Have you tried to e-file without Form 8962?   You could delete the 1095-A and try to file.  Then, if it gets rejected, re-enter it making sure to add zeros or blank fields depending on what is in Column A.

Some fields can have zeros and some must be blank - do you have premiums listed for all 12 months or partial months?    Column C will take a zero for any month there is an amount in column A.    If column A is blank (no coverage for that month) you can leave column C blank for that line.

  • For any month you have an amount in column A, you have to have a positive amount in column B, and any amount (including $0) in column C.
  • If there is no amount (or $0) in column A, leave all columns blank for that line.

I just entered a 1095-A with 12 months of premiums with zeros in column C and TurboTax generated Form 8962.

Form 8962 won’t populate if column C on 1095-A is $0

My return was rejected with an error code saying that I must file form 8962 as they have a copy of my 1085-A (code S8962070. I just have two months that I received health insurance through the ACA and for those two months there are values in column A and B, and $0 in column C. I am not eligible for a PTC and therefore the software thinks that I do not have to file form 8962 and will not populate it, however it is required by the IRS since I have a 1095-A. If I entered a higher number in column B it generated the 8962 since it then showed I was eligible for the PTC, but as soon as I changed the number back to the actual number the 8962 disappeared. My returns were rejected and since I have to include the 8962 with my return the only way to do it is to send the return by mail along with a handwritten 8962.

The IRS does not require you to include the From 8962 if you don't have a premium tax credit, however it may preclude you from e-filing your tax return if you don't include that form. As a work-around, you can try entering $1 for the premium tax credit and if it does not affect your tax refund or amount due, you can then e-file your tax return.

When I enter $1 for the PTC it changes my refund by $1, so that will not work. It looks like the only way around this is to either do my taxes on another software platform, or print and mail the returns along with form 8962 downloaded from the IRS website and manually filled out. Turbo tax needs to fix this glitch in their software!

I did file without the 8962 and it was rejected. I just have 2 months that I had a plan on the health exchange and paid the full premium with no PTC, and I’m not eligible for the PTC. My 1095-A has values in Columns A and B for the two months, and column c is $0. I was told by TT customer service that the software won’t populate an 8962 because there is no PTC and nothing due, however the IRS won’t accept the return without Form 8962 since I they have a 1095-A for me.

I cannot enter $1 for the PTC since it changes the amount of tax due.

Do not enter $1.  Enter 40 cents.  The system rounds to the nearest dollar.  If you enter 40 cents in each spot then the system will register an amount there but it will show as a zero on the form.  As long as you are certain that you do not have a 1095-A for you or anyone else whose social security number is on your return that should solve the problem.

I do have a 1095-A, and that is why I need the Form 8962. I have spoken with Turbo Tax and it is a glitch in their system and it will not populate an 8962 since Turbo Tax thinks it is not needed. I have three months of coverage under the ACA of which I did not qualify for the PTC. I had to use a different tax software which generated the form and use that software to process my return.
