Form 1099-INT Box 14 is "VARIOUS", but TT insists that the CUSIP be 9 characters, but IRS says VARIOUS is OK. Isn't this a mistake in TT? I put VARIOUSSS to get past it.

that's pretty cute if it gets past the e-file checks. yes it is a bug there are various keywords IRS allows but no way to enter them.
You could also try leaving the box empty.
