Where can I find "add state"?

That is no longer an option since the 2019 Online program has closed to make way for the 2020 program.  What are you trying to do ?

The TurboTax online editions for tax year 2019 have shut down to make way for the 2020 online editions.  The Add a state link is no longer valid for accessing the 2019 online tax return.

To access your current or prior year online tax returns sign onto the TurboTax website with the User ID you used to create the account - https://myturbotax.intuit.com/

Scroll down to the bottom of the screen and on the section Your tax returns & documents click on Show.  Click on the Year and Click on Download/print return (PDF) or Download .tax file

Trying to find where to fill out form 8962 since I forgot to when filing initially and now they are holding my refund until it's completed.

A Form 8962 will be created and completed by the TurboTax software if the user has entered a Form 1095-A.  If the Form 1095-A has not been entered then the Form 8962 will not be created.

If you used the TurboTax online editions for the 2019 tax return you will need to download the tax data file from the online account to your computer.  You will need to install the 2019 TurboTax software on your computer to open the 2019 tax data file.

Ok ... since the amendment program for the 2019 tax year is not functional yet you have a couple of choices.

1) fill out the 8962 manually using the info from the 1095-A then mail/fax both to the IRS as directed.

2) download the 2019 program ... the 2019 amendment program will not be operational until December so you will have to download the full program.   https://turbotax.intuit.com/personal-taxes/past-years-products/

Note:  The desktop software you need to prepare the prior year return must be installed/downloaded to a full PC or Mac.  It cannot be used on a mobile device.

So you don't need to start over from scratch ...  download the .taxfile from the online system now so you can open it in the downloaded program.
