For 2019, will scholarships count against Healthcare.gov tax credits? What if our scholarship is from an institution in a different state than where our insurance is?

Only taxable scholarships from anywhere are counted as income and effects the Health Insurance Tax credit.

Any portion not used for tuition, books and required  fees  is considered taxable.
