FL was granted an additional extension to file b/c of Hurricane Irma. How can I get back into my return without paying the fee right now?

You can't.  Turbotax online ("free to start, pay when you file") is closed to get ready for next season.  You will need to buy Turbotax as a download to install on your own computer to prepare and print your return.
