If you have filed a joint return in the past, you should enter the same person first that was listed first on your last joint return. If you have never filed jointly, it doesn't matter which spouse is entered first but it should be whoever you want listed first on this and future joint tax returns.

Some of the entries such as W-2s and 1099-Rs will ask which of you the W-2 or 1099-R is for. Make sure you enter each W-2 and 1099-R for the correct spouse. Other entries such as 1099-DIV or 1099-INT have no separate entries for each spouse.
