Filing taxes when I made no money

I am filing this in order for the irs to have my banking information. Well it's not allowing me to file $0.00 earned and complete the application

First of all you can't filenuntil Jan 27, 2021.  You can try adding $1 of interest to let you efile.  Make up a 1099Int and put $1 in box 1.

There is no way to file a tax return right now. The IRS e-file system is shut down to prepare for the coming filing season. If the IRS does not already have your bank information, and you are entitled to a stimulus payment, they will mail you a check or a debit card.

If you enter $1 of income, TurboTax will let you "e-file" your tax return, but your tax return will not really be filed. It cannot be sent to the IRS. TurboTax will just hold it until the IRS begins accepting returns sometime in late January. Nothing will be done with it before then.
