Filing in 2 states, because I moved. Its saying I have an underpayment penalty. How is that possible if I reported and paid for 1/2 the year I was here? So confused.

The underpayment penalty is for MT, where I currently live. And, I am sitting at a refund as of now - why would I have a penalty? I have been paying taxes here?!

There is a known problem in the Montana state program where you are being asked to complete a Form EST-I Part III underpayment penalty.
