Filing for college-age son and stuck paying for DIY Deluxe, not realizing it would charge $39 per state for e-filing. How do I change his preference back to mail-in?

When you use online TurboTax, there are separate fees for federal and state returns.    Mailing the state return will not remove the fee.  The fee is the same whether you e-file it or mail it in an envelope.   If you want to avoid paying for preparing and filing a state return you can delete the state and try preparing a state return on the state's tax site instead.

You can only print and mail the state for free in the Desktop Download program or efile is $25.  In the Online browser versions the fees are to prepare the federal and state returns whether you efile or mail it  unless you use the Online Free Edition.    Did you also see the separate fee for federal?
