I am trying to electronically file my amended return. When I do the final transmit button, I get the error that "Tax year 2023 transmissions are not available. Turbotax is not ready to process tax year 2023 for this return"

Are you using the TurboTax desktop CD/Download editions? Which OS, Windows or Mac?
Make sure that you have updated the software to the latest release.
Click on Online at the top of the desktop program screen. Click on Check for Updates.
windows 10, downloaded edition. I did check for updates and it was up to date. Tried it again this morning and still fails with the same message. I also did a reboot of my PC just for fun.
Give this a try, if you are not currently running the application as an administrator -
Save your tax return and close the TurboTax program
Right click on the TurboTax icon
Click on Properties
Click on the Compatibility tab
Check the box for Run this program as an administrator
Click on OK and Apply
Start the TurboTax program and continue the tax return. See if this resolves the problem.

One other thing -
The program needs to know that the original federal tax return has been e-filed and Accepted by the IRS.
Click on the File menu at the top left of the desktop program screen.
Click on Electronic Filing>Check Electronic Filing Status
It should indicate that the 2023 federal tax return has been Accepted
