You can't "report" the other person.
If you're sure the individual qualifies as your dependent, you should claim the person on your tax return and then print it and mail it. Do not e-file it; it'll just get rejected again.
When the IRS receives two returns, each claiming the same dependent, they will investigate to see who has the rightful claim. Warning: this process may take several weeks or even months.
