Federal Forms Availability

If the 2024 Form 4684 was available on IRS.gov on 2/14/25, why did TorboTax move its availability from 2/20/25 to 2/27/25 (on or about 2/14/25) when it usually takes only a few days to release it?

TurboTax typically only takes 48 to 72 hours to incorporate and test new federal forms and release them as a software update.   TurboTax is blaming the IRS for the delay indicating on my filing status: "The IRS hasn't finalized one or more of your forms...", which clearly is not the issue in this case (the form status indicates it's only a page 1 change on a 4 page form).  What is the issue?
