Federal estimated tax payments will not be reported on a state income tax return.
State payments made in January 2018 for the year 2017 can be entered in the Federal return section as they will be included in the state tax amount paid for 2018 if you are itemizing deductions on your federal return.
For state tax returns, only payments for the current tax year get included on the return. The 4th qtr payment for 2017 should have been included in taxes paid on your 2017 state tax return, even if paid in Jan 2018. And, if you made a 4th Qtr 2018 state payment in Jan of 2019, this should be included as a tax payment on your 2018 state return (therefore be sure to include it in your estimated tax payments for 2018 in the Federal return section.)
