Family member who passed away in 2016, but earned 1034.90 in SSA

only source of income was SSA, died 1/16/2016, do we need to file as his estate or not file at all?

No, if that's the only income they had.

The filing requirement for a single person over age 65 is $10,350.  

If they had less than that they are not required to file.
