While "Strongly" encouraged by the IRS, it isn't an absolute requirement "yet".
A simple google search indicates that there are ~ 4.6 million households that do not have bank accounts, from which they could readily E-pay. SO...they don't have to file and pay taxes anymore if it becomes an "absolute requirement"???
Even the IRS has 1040-ES forms to fill out for 2026.

Filing tax returns is not changing
The Executive Order does not change how taxpayers file their tax returns. Taxpayers will continue to file their returns in the same manner as they have in the past. The change affects how refunds are issued and how payments are made, not how returns are prepared or submitted, beginning with the 2026 filing season. For now, checks and money orders will still be accepted.
