Even though I filed an extension through TurboTax, why isn't it giving me the option to start my 2023 taxes?

If you used TurboTax to e-file the extension request you must sign onto your online account with same User ID you used to create the account and start the 2023 tax return - https://myturbotax.intuit.com/

I didn’t get my refund that would have paid Turbo tax. I want to know if I can make a payment arrangement with TurboTax instead of them taking a full amount.?
