If I have an ongoing payment agreement on last year's return, will IRS take this year's refund to finalize that agreement?

Even if you have a payment plan, the IRS will seize your 2016 refund to offset your tax owed.  You do not have to enter anything about it on your tax return; it will happen automatically.
