Estate tax filing

Hello,

 

I am the executor of my Aunt's estate. She had an annuity that did not have beneficiaries. I was required to go through probate by the state of CT because the value was $1k over the $41k minimum. Because my Aunt received Medicaid, all of these funds will go directly to the state less funeral and admin expenses. I received the 1099-R today. only ~$10k of the total was taxable. They already withheld 10% for federal taxes. Do I need to file a return?
