Error 190 for a completed state return. To correct Turbotax wants an additional $45.00

I went to file my tax return today. I purchased Turbotax Federal and State Deluxe for my desktop from Amazon and had already downloaded and completed my entire return including the CA state forms. Turbotax would not open at all today. When I tried to repair I received an error message saying a file was missing in the cabinet file 'Data 1 .cab'.

I ultimately had to uninstall, download TurboTax from Amazon again and reinstall TurboTax. When I did that, I could open Turbo Tax, my 2024 return was there but I received Error 190 wanting me to download the state forms again. To do this I will have to pay $45.

How do I complete my return without having to pay for the state files when they were included in my purchase? I understand that TurboTax allows one download bur this is the same return and I did nothing to stop TurboTax from opening one week after it worked just fine.
