Entering my 1099-g for state refund, where exactly do i pull the amounts paid from on my 2017 taxes. Is this both federal & state taxes paid?

If your 1099-G is for 2017 state tax refund, then only enter it if you claimed state and local taxes deduction as an itemized deduction on Schedule A. If you took the standard deduction, then no entry is required.
