The net taxes billed for 2016, according to my township notice, are $3611.76. according to my 1098, they're $3359.41 which is the correct number to enter?

Enter the amount from the 1098. If you pay your property tax with your mortgage, you can only deduct it after your lender has paid the tax on your behalf, so use the number that your lender has provided to you.
