Due to job change, I paid SS taxes to both my employers w/ a large excess. Turbo Tax software seems to be applying that SS excess tax payment to the Federal Taxes I owe.

Yes that sounds right.  It either increases a refund or reduces a tax due.  It's included on your return.   What did you expect?

Check 1040 Schedule 3 line 10 for it.  Then Schedule 3 goes to 1040 line 31.

Thank you, this is what I understood but I was not sure SS taxes and Federal Taxes would be connected. That helps a lot!
