IRS.gov/coronavirus will soon provide information instructing people who are otherwise not required to file a tax return, on how to file a 2019 tax return with simple, but necessary, information including their filing status, number of dependents and direct deposit bank account information.
Your disability pay is not reportable on any tax return. But you can go to freefile.com and file a tax return for free by reporting $1 of Interest income. Of course, no tax or refund will be due, and I don't know if that will allow you to enter direct deposit banking information though. Might want to wait for further guidance from IRS. Folks here don't know any more than anyone else does, as we all get our information from the same place you do.
Overall though, it would not surprise me if you did not qualify for the relief. But you never know at this point. If disability is your only source of income, you're getting the same amount this month, as you got last month. So I don't see where you've suffered an economic loss. But that's just me being devil's advocate. We'll just have to wait and see and hope for the best.
