If you purchased the 2021 desktop software from TurboTax then you can go to your TurboTax account and download the 2021 software again.
Sign onto your TurboTax account - https://myturbotax.intuit.com/
Click on Intuit Account at the bottom left of the online program screen
Click on Products & billing
Click on TurboTax
If your 2021 desktop edition is shown, click on Licenses and download
Thanks for the quick reply. I bought it from Costco (online delivery), instead of TurboTax. The Costco download link is not valid anymore. Was wondering if there's anyway to download it and install it with my key.
Actually I just figured out where to download from "Products & billing". However, I encountered an error.
The 'hit a snag' error is usually a connectivity issue. Try disabling anti-virus programs, or use an Incognito window.
I don't know if it will even let someone download and activate 2021 software at this point in time.

I just tried with the 2020 product (I don't have 2021), and it did let me download the 2020 installation file. Of course, I'm not gonna install it to see if the license code works. 😐

Thanks for the reply. I don't have any anti-virus software installed. I tried using an Incognito window and different broswers. Still got the same error message.
Also, the error message showed up once I entered the key. Seems I have no problem for other versions, say 2024.
2024 is still a supported product, but 2021 isn't, so that could be why it may not be accessible. Plus I don't believe it would be able to activate the license.

I just tested and was able to download the 2020 product, so you may be able to get the 2021 product if you can get past the technical issue, but I don't know whether it will activate.
That's a good point. The webpage does not say anything about this, and the page still has the download link published.

I don't have 2021, but I do have 2020. So I tested the 2020 download, and it did download the 2020 installation file. So I suspect that you can get the 2021 file, but I still don't know if you can activate it. You'll just have to see once you get it. And I don't know up to date the file will be; i.e., whether or not it has the latest updates for that tax year. It may or may not allow any further updating. You'll just have to see.
So for your technical issue, are you by any chance using a VPN? If so, and if you can safely disable it (i.e., you're at home on a private network and not using public wi-fi), then try without the VPN. Or if using wireless, try using a wired connection, if possible, to see if that makes a difference.

Also, if you ultimately do get the 2021 installation file, then before you do anything to mess up your original *.tax2021 data file, make another copy of the original 2021 data file before attempting to open it in the 2021 software, and store it somewhere safe as a backup/archival. Then, in case you mess up the 2021 data file doing the amended return, you'll at least have a copy of your return file as originally filed.

Oh, that's one difference. Something must have changed in the download procurement method from tax year 2020 to tax year 2021. When I did the test download of 2020, it didn't ask for the license key at that point for me to get the installation file; it simply had a download link. Based on your image, apparently in 2021 they must have asked for the license key just to get the 2021 download. So I don't know if you will be able to get it that way or not. I don't know if it's a technical issue or whether they are not providing it by that method anymore.
In any case, I still had 2021 installed, but it was not activated. I launched it, and initially it asked for a license key. So I entered the 2021 license key, and it did still activate and became usable.
Have you rebooted your modem, router, computer lately? That's always something to try.
And, of course, be sure you are entering the correct year's license code. You've probably already checked that.
You can talk to TurboTax Support, if you wish, and see if they would push the 2021 download file to you. I don't know what you would encounter, but they might just say they don't support 2021 anymore.
