Download of Premier Edition but hangs after license key is entered

I purchased the premier edition with free state edition and $10 credit. I downloaded the premier edition and activated it, but it hangs at this account has a license code and the only choices are add another license code; cancel or sign out. How do I get out of this?

When I go to the turbo tax menu and click download state form it wants to charge me, even though it is included supposedly.
