First I need to paper file 2023 1040x to correct capital loss carry over numbers,
this number will change 2024 Schedule D Line 6, Line 7 numbers.
I know paper file has long processing time, if I file 2024 return with correct numbers (not original numbers), will my return can be accepted? or I need to wait for my 2023 1040x got processed. Thank you!

Yes, you can e-file your 2024 tax return with the correct numbers as though you had filed the 2023 correctly. This would not cause it to reject. It should be accepted with the correct numbers. It is not necessary to wait on the 2024 return until your amended 2023 is completed.
Once the 2023 return is amended file it and at some point it will be reconciled with your 2024 return but not quickly.

so, if I paper filed 2023amend, should I wait for several days to make sure the mail has been accepted, which I can check the status on IRS?
Then efile 2024?
@payamps You can file your 2024 tax return without waiting for the 2023 amendment to be accepted.
@payamps If you efile 2024 you will need to enter the 2023 AGI from the ORIGINAL return, not the amended return. The amended return will take over 4 months to process. File your 2024 with the new correct amounts.
Your amended return won't show accepted or rejected. That is only for efiled returns. It can take awhile for the amended return to show up in the IRS computer. Are you expecting a refund on the amended return?
Normally amended returns take 16 weeks (4 months) to process. 3 weeks after filing you can check an amended return here.

my 2023 AGI does not change if I amend 2023 to correct capital loss carryover,
so I won't get more refund or need to pay money in 2023 amended.
So in my situation, I just need to paper file 2023 amended, and efile 2024 return with the correct carryover amounts, at the same time?
Yes, that is correct. As @DianeW777 you don't need to wait for the 2023 return to be accepted. You can go ahead and file both the 2023 and 2024 return now.
Last I amended, the "Where's my amended return" showed up within 10 days or less. I don't remember the exact interval..
The only means IRS has your 1040-X.
Results may not be so prompt these days given the current situation inside the IRS.
Note: when you are not changing any dollar amounts on your amending 1040-X, you can leave all the lines 1-23 EMPTY.
Do not include your old 1040 nor your revised 1040 because they are identical.
I use Turbotax 2023 to do 1040x, it gives me a PDF includes OLD 1040, and tell me mail 1040x and old 1040, new Schedule D together to IRS.
That is not consistent with IRS instructions for Form 1040-X
===========
How to file:
Do not include your old 1040 nor your revised 1040 because the Form 1040-X reflects any changes there and becomes your new tax return.
Include any new/corrected document only if it shows federal tax withheld, and include in order only those Sequence Numbered tax forms and Schedules that changed or were added due to your amendment.
Attachment Sequence Number is on all the forms and Schedules that come after 1040.
If you are using TurboTax you have to do this by visual comparison. The program won't break out those pages for you.
If your amendment dropped a form,
you should include with Form 1040-X a new copy of the form(s) with -0- in the appropriate lines.
---
If any forms specify an attachment, put all those attachments at the end in the same order as the forms they go with.
---
Mail to the address shown for your location in the most recent Instructions for Form 1040-X.
If for some unusual reason original return is to be attached, write "COPY ONLY - DO NOT PROCESS" in bold at the top.
In your case old and new are identical , i.e. unchanged.
