To see if someone else has claimed a dependent you will need to contact the IRS.
Regardless, if your e-filed return was rejected for that reason and you know that you should be able to claim them as a dependent then you will need to Print and File by Mail.
The IRS will send you a letter saying that someone else has claimed that dependent and If you feel this is not correct you will need to provide proof that the dependent is yours to claim.
The letter will provide instructions as to what information is required.
