Yes, you may file jointly with a deceased spouse for the year of death unless you remarried in 2016. In that case, you'd file a joint return with your new spouse and file your deceased spouse's return as Married Filing Separately.
If your spouse died in 2014 or 2015, you didn't remarry in 2016, and you have a dependent child, you might be able to file as a Qualifying Widow(er) which has certain tax advantages. When you go through the Personal Info section in TurboTax, we'll ask a series of questions to determine if you meet those requirements.
In turbo tax you would indicate the entries as shown in the screen shot below.

If you used TurboTax to file a 2018 tax return and filed jointly with your spouse, then for 2019 you will need to create a new account with a new User ID. In the My Info section you select your status as Married and do Not select filing jointly.
So I did and for married separately it still asks for his 1099 info, which I don't have and IRS won't release to me.
