the letter demanding payment should give a reason for the change. if the state is right then yes it has that authority. if you disagree it should provide a means to object. if not you can call the phone number or use
the Audit Defense service provided by TaxResources, Inc., also called TaxAudit.com, in partnership with TurboTax. If you paid for Audit Defense and you received a notice, call TaxResources, Inc. at 877-829-9695, or report your notice on their website at http://intuit.taxaudit.com/. Do not contact the tax agency until you have spoken to TaxResources. They may contact them on your behalf.

The state or the IRS by law will collect the correct tax.
If your return has an error, omission or miscalculation, it must be corrected.
If you did not purchase the optional Audit Defense product, you can still speak to the TurboTax free Audit Support Center for help with your letter from the Oregon tax agency. That TurboTax department may be able to explain what happened and how to proceed.
To get the phone number, go to the link below, click the blue "Get Help" button, and follow the prompts.

Thank you for your reply. Is there anyone at TurboTax who can help me sort thru this? I did pay for “Live Help,” and didn’t submit my tax returns until the “Live Help Agent” at TurboTax read through everything first.
The state of Oregon did identify reasons, however, I do not understand them. And there are 5 pages to their letter, not specific to me, just relating to tax code line items and it’s hard to understand the random descriptions identified by each line item.
I have called the phone number you provided, and am waiting in queue for a call-back. Thank you again.

Hopefully, the TurboTax free Audit Support Center was able to give you some info or told you how to find out what the Oregon DOR is claiming.
Does the letter you received from the Oregon DOR have a phone number for questions about their letter?
Have you phoned and spoken to the Oregon DOR and asked them to explain what they did? A state tax agency is not always correct. Once you understand the issue, if you disagree with them, the Oregon DOR likely has procedures where you can contest it.
If you wish to talk to the Oregon DOR, I'd first try to contact them through the contact number they mention on the letter. Or you can get the general number for the Personal Income Tax section at the official website of the Oregon DOR.
NOTE: I would not use email, since regular email is not a secure method to transmit any sensitive personal info.
You mentioned using Live TurboTax and had a tax expert review your return prior to filing. Are you able to contact the same expert that reviewed your returns by whatever method you were using to contact them in the first place? If not, you may be able to reach another one of the Live experts through regular TurboTax Support:
FAQ: What is the TurboTax phone number?
https://ttlc.intuit.com/community/using-turbotax/help/what-is-the-turbotax-phone-number/00/25632
Also be aware the Live products have an expert guarantee. Here's what TurboTax says:
100% Accurate Expert Approved Guarantee
"We (TurboTax) wants you to feel 100% confident when you file so we offer the following guarantee: if you pay an IRS or state penalty (or interest) because of an error that a TurboTax tax expert, CPA, or attorney made while providing topic-specific tax advice, a section review, or acting as a signed preparer for your return, (TurboTax) will pay you the penalty and interest."
If you can't reach your Live expert (or another one), you can phone general TurboTax Support (see FAQ link above), and tell them that you want to speak to one. Tell Support that Oregon changed your return that the Live expert had reviewed and now you have additional Oregon tax liability.
