Does the Sept 2023 update to the home edition of TurboTax Deluxe use the 2022 or 2023 marginal tax rates when computing the 2023 estimated tax?

The 2023 tax rates have been in place since the calculations for 2023 estimated taxes became available in the 2022 TurboTax program earlier this year.

I did noI did not make any estimated taxes for 2023 and the program asks if I want PA to compute the penalty and I answered the question with a "No." Nothing happens after that but the 1630 shows in the forms section. How can I have TT fill out the form?
